The Office of Local Content and Government Procurement has announced a requirement that local content certificates include a minimum percentage of local content at the facility level as a basic condition for benefiting from the Required List of Domestic Products, which applies to government purchases of many specific products. The authorities will seek to extend the application of this requirement to the remaining products included in the mandatory list to be announced later, as part of continued efforts to increase the contribution of local content to the national economy and maximize the benefits from government purchases.

The agency indicated that products subject to the minimum local content requirements include 233 products, including ceramic and porcelain tiles, effective August 1, 2026, and many other products, including split air conditioning products, water pumps, water valves, copper wire, and numerous medical equipment and supplies products, with the requirements effective August 1, 2027.

The authorities explained that the minimum local content requirements were obtained after studying the capabilities of local markets and state-owned factories, and are aimed at strengthening the country’s industrial capacity and increasing the level of local content in order to achieve added value to the national economy and provide incentives for investors and manufacturers to expand the scope of localization and develop local production capabilities.
