Real estate index to be launched in the first quarter of 2026: Saudi Minister

RIYADH – Minister of Rural Affairs and Housing Majid Al Khogeir announced that real estate indicators will be published during the first quarter of this year to serve both citizens and investors.

Based on these indicators, real estate balancing programs will be activated in all cities of the Kingdom, he said.

At a government press conference held in Riyadh on Monday, Al-Khogeir said the ministry aims to privatize 70 percent of municipal assets to improve the quality of life, reduce government inefficiencies and provide improved services across the kingdom’s cities.

The minister pointed out that all ministries have been given the opportunity to delegate certain responsibilities to the private and non-profit sectors, allowing them to operate more efficiently than traditional government administration. This approach has facilitated the establishment of institutions such as “Sakan” and “Ikram Al-Mawta,” and “Parks Foundation” and other organizations will be launched in the near future.

Al Hogeir explained that the third sector privatization program operates under the governance framework adopted by the Ministry of Local Government and Housing and the Ministry of Human Resources and Social Development.

Reflecting on the transformation journey of the non-profit sector within the municipal and housing ecosystem, Al-Khogeir emphasized that the donation of SR1 billion by the Crown Prince and Prime Minister Mohammed bin Salman sends a clear message that investment in human capital is a strategic priority and family stability remains at the heart of Saudi Vision 2030 objectives.

Al Hogeir asserted that the Ministry has worked to position the nonprofit sector as a true development partner that directly impacts people’s lives. “Currently, more than 313 nonprofit organizations operate as a unified system with the support of more than 345,000 volunteers. Additionally, 106,000 beneficiaries in Social Security households receive housing assistance, providing protection to more than 200,000 homeless individuals,” he said.

Al Hogeir revealed that a total of 77 parks have been developed, while the 2025 target for parks in the third sector was 33. The nonprofit sector has also implemented more than 300 development initiatives, delivered more than 1,000 services, empowered 100 nonprofit organizations, and revitalized supervisory departments in 17 municipalities.

The Minister highlighted that the Rental Assistance Program has supported 6,600 households this year, expanding the range of beneficiaries. 1.4 million volunteers have registered in the past five years. Efforts are also being made to empower families and improve housing conditions through housing rehabilitation and restoration programs and neighborhood strengthening initiatives. Jood Eskan started by serving 100 households and now supports over 50,000 households.

He added that the number of donors who have donated through Jawed Eskan has exceeded 4.5 million, and the total amount of donations since 2021 has reached 5 billion riyals. Custodians of the Two Holy Mosques, King Salman and Crown Prince, and Prime Minister Mohammed bin Salman were among the first to support Jawed Eskan during Ramadan through donations.

Al-Khogeir also said that the Joad for Honoring the Dead platform is being operated through 72 non-profit organizations across the Kingdom and has identified 2,901,645 washing stations for the dead. The platform leverages advanced technology and adheres to strict regulatory standards to protect the dignity of the deceased.

Regarding comprehensive digital transformation, he explained that a platform supporting individuals facing financial hardship has been integrated with the Ministry of Justice, reducing case processing time from one month to 19 days. Similarly, e-signature services have shortened the home ownership process from 14 days to just two days.

In 2025, more than 150,000 digital transactions were completed and the needs of more than 400,000 beneficiaries were assessed. The Jood Eskan mobile application further enhances the digital user experience.

Underscoring that true investment begins with people, Al Hogeir announced the launch of a campaign entitled “Joad is from us and in us” during Ramadan. This initiative aims to encourage broad community participation in this humanitarian endeavor and strengthen the values ​​of solidarity and social cohesion.
