RIYADH — The Council of Ministers congratulated the people of Saudi Arabia and Muslims around the world on the arrival of the holy month of Ramadan.
A cabinet meeting chaired by Custodian of the Two Holy Mosques King Salman in Riyadh on Tuesday expressed gratitude to Almighty God for the honor bestowed upon Saudi Arabia in caring for the Two Holy Mosques and its visitors.
In a statement to the Saudi Press Agency after the meeting, Media Minister Salman Al Dossari said the Cabinet highlighted the success of the Hajj and Umrah season, noting that the Kingdom welcomed 19.5 million foreign Hajj and Umrah pilgrims in 2025. “This has set a new record, reflecting the rapid progress towards Vision 2030 and the goals of the Hajj Experience Program.”
The Cabinet explained that the celebration of the Kingdom’s National Day on Sunday, February 22, is an expression of pride in the depth of the Saudi nation’s history, which spans nearly three centuries. It emphasized the foundations of justice, unity and development established by leaders and people throughout history to ensure that the nation remains a world leader in all fields.
Al-Dosari said the Cabinet was briefed on recent consultations between Saudi Arabia and various countries focused on strengthening bilateral and multilateral cooperation and strengthening coordination to promote regional and international security, stability and prosperity.
Regarding regional development, the Cabinet condemned the Israeli occupation authorities’ decision to designate land in the West Bank as “state land.” The Cabinet reiterated its absolute rejection of these illegal measures, saying they undermine peace efforts and violate the inherent right of the Palestinian people to establish an independent and sovereign state within its 1967 borders with East Jerusalem as its capital.
The session further reviewed Saudi economic, cultural and social activities and highlighted the country’s commitment to social solidarity and giving. This includes continued support for the 6th National Campaign for Philanthropy, which is scheduled to begin this Friday.
The Cabinet praised the success of the 3rd World Defense Show held in Riyadh under the patronage of the Custodian of the Two Holy Mosques. Meanwhile, strategic partnerships, agreements and memorandums of understanding were signed aimed at localizing military technology and strengthening local supply chains in line with Vision 2030 goals.
Cabinet approved the National Strategy on Biosecurity and Safety. Approved regulations for the storage of vehicles registered in one of the Gulf Cooperation Council (GCC) member states of Saudi Arabia. The Cabinet amended the Charter of the Esports World Cup Foundation and changed its name to the Esports Foundation.
The Council authorized the Chairman of the Royal Commission for the City of Riyadh, or his representative, to discuss and sign a draft Memorandum of Cooperation with the Tokyo Metropolitan Government in the field of urban management and development, and authorized the Minister of Culture and the President of the Royal Institute of Traditional Arts, or his representative, to discuss and sign a draft Memorandum of Cooperation with the National Institute for Cultural Properties, Tokyo in the field of traditional arts.
The Cabinet approved a Memorandum of Understanding (MoU) on cooperation between the Saudi Ministry of Justice and the Italian Ministry of Justice.
The Council authorized the Minister of Environment, Water and Agriculture or his representative to discuss and sign a draft memorandum of understanding with the Indonesian Ministry of Agriculture on cooperation in areas related to palm and date cultivation, and the Minister of Media or his representative to discuss and sign a draft memorandum of understanding with the Bahrain National Communication Center in the field of government communications.
The Cabinet authorized the Minister of Communications and Information Technology and the President of the Digital Government Authority or his representative to discuss and sign a draft Memorandum of Understanding for cooperation in the field of digital government between the Digital Government Authority and the Algerian High Commission for Digitalization.
The Council authorized the Minister of Health and the Chairman of the Board of Directors of Public Health Authorities or their representatives to discuss and sign a draft Memorandum of Understanding between health authorities and the African Center for Disease Prevention and Control in the area of health security, disease prevention and control.
The meeting approved a memorandum of understanding between the Financial Investigation Directorate of the Presidential Office of Saudi Arabia’s National Security and the China Anti-Money Laundering Surveillance and Analysis Center on the exchange and cooperation of financial investigations related to money laundering, terrorist financing, and related crimes.
The Cabinet also authorized the President of the General Court of Accounts or his deputy to discuss and sign a draft memorandum of understanding with the Brazilian Federal Court of Accounts aimed at cooperation in the field of accounting, auditing and professional services.
