Focus on breaking ground on new Business Bay district cooling plant in Q4 2026

Emirates Central Cooling Systems Corporation (Empower) has been awarded the design contract for District 5 Cooling Plant in Dubai’s Business Bay.

The company said in a statement to Dubai Financial Market (DFM) on Monday that the plant will have a production capacity of up to 44,000 refrigeration tonnes (RT) and construction is expected to begin in the fourth quarter of 2026.

The move is in line with Empower’s expansion strategy aimed at keeping pace with Dubai’s rapid urban growth and increasing demand for sustainable district cooling services.

Financial details and timeline for completion were not disclosed.

The Business Bay District Cooling Project is one of the largest district energy projects in the world, with a capacity of 451,540 RT serving approximately 325 existing and future buildings within the development and adjacent areas.

The Business Bay District Cooling Project consists of nine district cooling plants, four of which are currently in operation and two in the design stage, in addition to over 53 kilometers of existing pipeline network. The project currently serves 201 buildings located at Business Bay, Sheikh Zayed Road and Dubai Waterway.

Empower announced this month that its sales rose 4.9% year-on-year to AED 3.4 billion ($925.6 million) and that its net profit rose 10.5% year-on-year to exceed AED 1 billion in 2025.
