Bahrain-based telecommunications giant Bjorn has announced that it has been selected by the Kuwait Partnership Project Authority (KAPP) as the winning investor for a fixed telecommunications network development project in Kuwait.
The announcement, made by KAPP in Kuwait, marks the next step in preparations to establish a project company under a 50-year public-private partnership agreement under which Bjorn will design, finance, build, operate and maintain a high-speed fiber broadband network across Kuwait with a total investment of more than $2.8 billion over the life of the agreement.
KAPP will hold a 60% stake in the project company that will be established for this project, and Bjorn will hold a 40% stake. Once the project is fully operational, KAPP plans to IPO a portion of its shares, which will be subscribed to by Kuwaiti nationals, according to a statement from Bjorn.
The project represents one of Kuwait’s most important national infrastructure projects and is a major regional milestone for Bjorn Group.
The partnership aims to provide a nationwide high-speed fiber network reaching 90% of Kuwait’s available plots. The network supports 10Gbps symmetric connectivity in accordance with PPP requirements, ensuring resilient and future-ready digital capacity for homes, businesses, and government agencies. This initiative will form the backbone of Kuwait’s digital transformation strategy and contribute to key pillars of Kuwait Vision 2035.
The award for this project followed a rigorous qualification and bidding process, with Bjorn being selected ahead of several strong international competitors for meeting the project’s technical and compliance requirements. Notably, the company said the proposal was developed entirely in-house by Bjorn’s team and demonstrates the group’s technical capabilities and leadership in fiber network transformation.
Bjorn’s proposition is strengthened by its proven experience in large-scale fiber deployments across multiple markets, including Bahrain, Jordan, the Maldives and the Channel Islands. The group has delivered more than 2.2 million homepath connections across its operating companies, with fiber coverage in Bahrain reaching 95.4 percent. A key element of the bid was Bjorn’s experience in the structural separation of Batelco and the establishment of Bahrain Network (BNET) as an independent wholesale entity in Bahrain. This transformation demonstrated the group’s ability to execute complex brownfield migrations, system migrations, and regulatory compliance programs while maintaining uninterrupted service continuity.
Sheikh Abdullah bin Khalifa Al Khalifa, Chairman of Bjorn Group, said: “We are honored to be selected as the winning investor for a project of national importance for the State of Kuwait. We would like to thank KAPP and the Ministry of Communications for their support of Bjorn. This achievement strengthens our commitment to delivering advanced digital infrastructure across the region and demonstrates the strength of the region’s ability to deliver projects of national strategic importance.”
“This milestone is also based on the progressive transformation of Bahrain’s telecommunications sector under the vision of His Majesty King Hamad bin Isa Al Khalifa and the directives of His Royal Highness Crown Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister. Their leadership has supported the Kingdom’s comprehensive development and infrastructure modernization, ultimately laying the foundation for the Group to meaningfully contribute to the nation’s digital infrastructure efforts beyond the domestic market.”
Andrew, CEO of Beyon Group “This achievement is the result of two years of dedicated effort by our team,” said Kvalseth. “Our selection as an award-winning investor demonstrates our engineering strength, operational capabilities, and readiness to execute. Our digital-first operating model and strong go-to-market readiness. “Our preparedness and proven retail and wholesale experience were key differentiators in the bidding process. Additionally, our experience in structurally separating BNET as a standalone entity provided us with practical insight into managing large-scale fiber infrastructure.” We are ready to proceed with implementation in light of the national regulatory framework and establish a new project company in line with concession requirements. ”
With the announcement of the agreement, Bjorn prepares for the next stage of the process, ensuring that all requirements are in place to support the timely progress of the project. The group will continue to work closely with KAPP and the Kuwait Ministry of Communications in line with program objectives and implementation preparations.
