United Arab Emirates – Global spend management provider Ibarua has announced that the Department of Culture and Tourism Abu Dhabi (DCT Abu Dhabi) has transformed its procurement function, achieving savings of over Dh400 million (approximately $100 million) from 2024 to 2025.
This transformation was supported by a streamlined contract management process and centralized repository to improve efficiency and governance.
Procurement cycle times were reduced by 23% and compliance incidents decreased from more than 150 in 2024 to approximately 10 per year.
DCT Abu Dhabi also achieved a maturity score of 92% in the Government Enablement sector assessment, reflecting its enhanced governance and assurance framework.
At the beginning of 2024, DCT Abu Dhabi’s procurement processes evolved organically over time, providing opportunities to improve consistency, visibility and efficiency.
As a public sector organization supporting Abu Dhabi’s Tourism Strategy 2030 and cultural initiatives, it was expected to deliver greater value, productivity and transparency.
Key changes include digitizing contract lifecycle management through Ivalua’s platform, increasing automation, compliance monitoring, and process transparency.
The procurement function has moved from a transactional support role to a more strategic contributor, allowing the department to operate more efficiently while supporting broader organizational goals.
