Saeed Mohammed Al Tayer, MD and CEO of Dubai Electricity and Water Authority (DEWA), announced that DEWA has approved 132,981 No Objection Certificate (NOC) applications under the Soqoor program in 2025. Applications were submitted by 2,472 consultants and contractors by the end of December 2025, an increase of 4.49% compared to 2024.
The Soqoor program streamlines the approval process for consultants and contractors, increasing first submission success rates and accelerating project delivery in line with developer expectations. The power transmission department has approved 69,816 applications, the power distribution department has approved 45,418 applications and the water and civil engineering department has approved 17,747 applications.
“In line with Dubai Economic Agenda D33, we provide a motivating environment that supports business acceleration and growth. Our programs and initiatives support the successful completion of projects, promote greater well-being among stakeholders and further strengthen Dubai’s position as a global hub for business, investment and entrepreneurship,” added Al Tayer.
Demand for infrastructure, power and water network project services in Dubai increased in 2025, reflecting the expansion of business activities in the Emirate of Dubai and DEWA’s continued investment in essential public works to support the long-term growth of the city and economy.
“The Soqoor program helps assess compliance with standards and guidelines, reduce violations, minimize risks, enhance field operations, and protect DEWA’s assets,” said Hussein Loota, Executive Vice President, Transmission (Power) at DEWA.
