The Council of the European Union today announced the full resumption of the cooperation agreement between the European Union and the Syrian Arab Republic, after adopting a decision ending the partial suspension imposed on the agreement since 2011.
The Council explained in a statement that the decision overrides a 2011 Council of the European Union decision that suspended a number of trade provisions in the cooperation agreement between the European Economic Community and Syria, including restrictions on imports of oil and petroleum products, gold, precious metals and diamonds from Syria.
The statement stressed that ending the suspension would restore full implementation of the cooperation agreement signed in 1977, indicating that the circumstances that led to the suspension of the agreement no longer exist.
new arrangement
According to the European procedure, the European Commission will formally notify the Syrian authorities of the end of the partial suspension of the agreement, with the new arrangement coming into force from the 1st of the month following the formal notification. This allows sufficient time for implementation.
The cooperation agreement between the European Union and Syria dates back to 1977 and constituted a framework regulating economic and trade relations between the two countries, but parts of it were suspended in September 2011, and the period of suspension was extended in February 2012 as the Syrian crisis intensified.
