In 2025, the number of investment licenses issued by the Ministry of Investment reached approximately 24,244 licenses, an increase of approximately 69% compared to 2024, and the highest level excluding licenses issued under the campaign against violators of the commercial concealment system “Taster”.
The Ministry of Investment said this reflects Saudi Arabia’s position as an attractive investment destination that enjoys strong competitive advantages represented by a stable and supportive investment environment for business.

Investment licenses have recorded rapid growth since 2021, with the number increasing from 2,832 licenses in the same year to 4,362 licenses in 2022 (up 54%) and almost doubling to 8,540 licenses in 2023 (up 96%). This momentum continued in 2024, with the number of licenses increasing by 68% to 14,321 licenses.
