As Saudi Arabia accelerates one of the world’s most ambitious built environment transformations, the focus is rapidly shifting from construction scale to long-term asset performance, regulatory integrity and lifecycle resilience. As gigaprojects, mixed-use developments, and critical infrastructure reshape the Saudi urban landscape, stakeholders such as operators and asset owners are increasingly prioritizing structured maintenance governance, measurable compliance, and internationally benchmarked operational standards to protect long-term asset values. In response to this evolution, Muheel Facilities Management has entered into a strategic partnership with SFG20, developed and maintained by BESA Publications Limited, to explore the systematic implementation and localization of globally recognized maintenance standards within the Kingdom of Saudi Arabia (KSA).
The agreement establishes a collaboration framework for Muheel to position itself as SFG20’s first strategic delivery partner in Saudi Arabia and the GCC, with a focus on incorporating SFG20’s internationally recognized maintenance specification framework into Muheel’s operations, creating a consistent and auditable maintenance regime, stronger lifecycle governance, and clearer performance assurance for asset owners and operators. In subsequent stages, the partners will consider how SFG20 can be adapted to relevant Saudi requirements (including the SBC-Saudi Building Code) to support local compliance needs.
By combining Muheel’s operational leadership, delivery capabilities, local expertise, and commitment to quality and innovation in KSA with SFG20’s internationally benchmarked maintenance framework, this partnership aims to improve FM governance and compliance standards across Saudi construction assets.
The partnership will introduce an SFG20 compliant, auditable, results-driven maintenance regime supported by digitally enabled processes that enhance compliance monitoring, performance visibility and data-driven decision-making.
The initiative will introduce a UK-built, locally managed maintenance model that is aligned with the Saudi regulatory framework, strengthening compliance, operational transparency, safety, sustainable asset management and long-term infrastructure resilience in support of Vision 2030.
Through this strategic partnership, Muhir and SFG20 will also foster industry-wide awareness across Saudi Arabia, drive joint market positioning and thought leadership that bridges international best practices and local regulatory requirements, and support the development of a digitally enabled, standards-driven FM ecosystem for the Kingdom’s future communities and critical infrastructure.

This partnership is a pivotal step in Muheel’s Vision 2030 roadmap to build a digitally enabled, standards-driven operating model that drives operational excellence today and supports a more sustainable and resilient future for our communities and critical infrastructure.
Commenting on the strategic initiative, Muhammad Irfan Khokhar, CEO of Muheel, said: “This partnership is a landmark milestone in strengthening maintenance governance and compliance standards across the Kingdom and marks a pivotal shift from rules-based to principles-driven operations, with SFG20 being seen as a strategic imperative to drive measurable value for both service providers and asset owners, rather than a check-box exercise.” Muheel At FM, we are proud to lead: For example, our goal is to deliver smarter, safer and more resilient facilities and raise the bar for integrated FM services in the region, and this partnership marks significant progress in Muheel’s Vision 2030 journey and strengthens our commitment to a more sustainable built environment through intelligent, compliant and data-driven asset management. ”
Kirsty Kogan, Managing Director of SFG20, commented: “Saudi Arabia’s built environment is rapidly transitioning from delivery to long-term performance. That change requires structured, auditable and results-driven maintenance governance. Through our strategic partnership with Muhir in Saudi Arabia and the wider GCC, we are helping asset owners establish a consistent, evidence-based maintenance regime that strengthens assurance, supports compliance and protects lifecycle value.”
