Poland’s Prime Minister Donald Tusk announced yesterday (Wednesday) that his country would not for now participate in the Peace Council set up by US President Donald Trump to oversee the post-war phase of the Gaza Strip and manage its reconstruction.
“In the current situation, Poland will not take part in the activities of the Peace Council,” Tusk told a government meeting. We have serious national concerns about the form of the Council, the nature of its work and its powers. We will continue to closely investigate this matter, but our decision at this time is not to participate. ”
Poland’s position comes in the context of a series of European rejections or reservations to the American initiative, as several countries, including France, Spain, Norway, Croatia, Germany and Sweden, have previously announced that they refused to participate or did not accept the invitation, citing concerns related to the legitimacy of the Council, its relationship with the United Nations, the decision-making mechanism and the degree of balance.
US President Donald Trump floated the idea of a “Peace Council” in the last months of 2025, and its charter was formally signed in January 2026 within the framework of the Davos World Economic Forum.
Power that extends beyond Palestinian territory
According to the American narrative, the council aims to become an international multilateral mechanism to oversee Gaza’s reconstruction, manage the transition phase after the end of military operations, and ensure that Hamas does not return to control of the Gaza Strip.
According to the Axios website, the council currently includes 27 members and its first meeting is scheduled to be held on February 19 to discuss ways to implement the second phase of the ceasefire agreement in the Gaza Strip, in addition to mobilizing the necessary funds for the reconstruction of the Strip.
President Trump explained that the council is committed to ensuring the disarmament of the Gaza Strip and rebuilding it beautifully, referring to the US government’s vision for its future role.
Although the Security Council was originally established to oversee reconstruction efforts, its Charter includes powers that extend beyond the Palestinian territories and has drawn skepticism from some of the United States’ Western allies, particularly given the broad powers contained in the Charter, including giving the U.S. president a veto over Council decisions, with critics viewing the Council as a parallel framework to the United Nations Security Council.
Many European capitals believe that the Council could be an attempt to circumvent or undermine the role of the United Nations and international law in managing the Palestinian-Israeli conflict.
