Russia says US is no longer ready to implement its own proposals for Ukraine conflict

MOSCOW – Russia claimed on Monday that the United States is no longer prepared to implement its own proposal to end the Ukraine conflict presented to the Russian side during presidential-level talks in Anchorage, Alaska, in August 2025.

Despite the dialogue and agreement at the Anchorage talks, the US side continues its policy of containment and pressure against Russia, Russian Foreign Minister Sergei Lavrov said in an interview with the BRICS television channel.

“Besides the fact that they allegedly made some proposals regarding Ukraine and we were ready, but now we are not, we also do not see a bright future in the economic field,” Lavrov said.

Russia’s top diplomat said the United States had imposed sanctions on Russian oil companies Rosneft and Lukoil after what he called “constructive talks” and accused the United States of waging a “war” against tankers on the high seas.

Other measures include pressuring partners such as India to avoid Russian energy purchases, he said, echoing earlier pressure on Europe to buy “exorbitantly priced” American liquefied natural gas.

“Europe has long been prohibited from purchasing Russia’s energy resources. In other words, America has declared its goal of economic domination.”

Lavrov said the United States was “deliberately” pursuing economic control and control over the world’s energy routes using methods unacceptable to Russia.

The Russian side is looking for ways to protect its interests, including creating alternative payment methods and developing cooperation with other countries.

The minister further pointed out that the US government is trying to control military-technical relations between Russia and its allies.

“They seek to control trade, investment cooperation, and military-technical relations with Russia’s biggest strategic partners, such as India and other BRICS members.”

Foreign Minister Lavrov said Russia remained open to cooperation with the United States, but that the United States itself was “erecting artificial barriers.”

He described NATO, the EU and the Organization for Security and Co-operation in Europe (OSCE) as “outdated” and “mainly focused on the development of the western part of the continent, assuming that they are the ‘masters'” of the rest of the region.

Foreign Minister Lavrov said Russia does not advocate the abolition of the International Monetary Fund, the World Bank or the World Trade Organization.

Instead, Russia seeks to ensure that BRICS countries “get votes and rights in all these Bretton Woods institutions commensurate with their substantial weight in the global economy, trade and logistics,” he said.

Regarding security, Lavrov stressed the need for Russia to ensure its own security amid threats in Europe, where politicians openly talk about war with Russia.

The minister warned that Russia will not allow the deployment on Ukrainian territory of any weapons that threaten Russia’s security interests.

Meanwhile, the Ukrainian Air Force said in a statement on Monday that four people were killed in a Russian drone attack on Ukraine. Overnight, the Russian military launched 11 ballistic missiles and 149 drones across Ukraine, the statement said.

Ukrainian officials said the attack killed a woman and her 10-year-old son in a residential area in the eastern town of Bochodhiv, and also killed a 71-year-old man in the northern Chernihiv region.

One person was killed and two others injured in the southern port city of Odesa, Governor Ole Kipel said.

At least nine people, including a 13-year-old girl, were injured in a drone attack in southeastern Dnipropetrovsk region, Governor Oleksandr Hanza said.

There was no immediate comment from Russia. Russia has denied intentionally targeting civilians since it launched a full-scale invasion of its neighboring country in February 2022.

A barrage of missile and drone fire left tens of thousands without power in sub-zero temperatures as Russia continued its winter campaign against Ukraine’s energy infrastructure.

Ukraine’s state railway operator reported additional attacks on railway infrastructure in the Sumy and Chernihiv regions.

Following the attack, Ukraine’s Foreign Minister Andriy Sibikha called on the European Union to impose a total entry ban on Russians fighting with Ukraine. “This will set the right price for the wrong choice,” he wrote in a post about X.
