Samana Developers joins DLD’s first-time homebuyer program

Samana Developers, an award-winning Dubai-based real estate development company, has announced its official membership in the First Time Home Buyer (FTHB) Program, a ground-breaking government initiative launched by Dubai Land Department (DLD) and Dubai Economy and Tourism Department (DET).

The company said this strategic partnership underlines Samana Developers’ commitment to making luxury resort-style living available to the emirate’s growing number of long-term residents.

By joining the program, Samana Developers aligns its major expansion in 2025 with the national agenda, offering first-time buyers priority access to inventory of up to 10%, discounts of 2%, extended payment flexibility and management fee waivers across a diverse portfolio of projects in Arjun, Dubai Production City and Dubai South.

Increased trust among residents

The decision to join this initiative comes amid a wave of proven success for the FTHB program. Data released by Dubai Land Department in January 2026 highlights the immediate impact the scheme will have on the market. In just six months since the program’s launch, more than 2,000 residents have successfully purchased their first home, with total home sales reaching AED 3.25 billion.

More than 41,000 residents have signed up for the scheme so far, according to public records, indicating strong demand. Remarkably, 49% of these new homeowners are residents who have lived in Dubai for more than five years, proving that this initiative is successful in converting Dubai’s expatriate workforce into long-term stakeholders. This surge in resident investment contributed significantly to the increased market liquidity observed in the second half of 2025.

Luxury with value in mind

Imran Farooq, CEO of Samana Developers said: “We are proud to partner with DLD and DET on this innovative initiative.” “The data is clear: Residents are ready to put down roots in Dubai. 23% of new investors in 2025 will be residents, and the transition from renting to owning is accelerating. Samana is perfectly positioned to serve this demographic by offering ‘resort-style living’ that is not just an aspiration, but an achievable one.”

Farooq added: “Our recently launched ‘Flexible Home’ concept is tailored to this segment. By offering smart, convertible spaces that grow with the buyer’s needs, we ensure that their first home becomes a lasting investment. Through this program, we remove traditional barriers to entry such as high upfront costs and rigid payment structures, allowing more families to call Dubai their permanent home.”

A record-breaking 2025

Samana Developers comes to this partnership from a position of historic financial strength. The company ended fiscal year 2025 with record total sales of AED 7.1 billion, cementing its position as Dubai’s No. 5 top-off plan seller. This performance was driven by the aggressive launch of 16 new projects during the year, ensuring a steady supply of high-quality inventory for the FTHB program.

To guarantee the quality promised to these new homeowners, Samana Developers will utilize a fully vertically integrated structure, completed in 2025. With an in-house architecture division, YORK Engineering Consultants, and a construction division, Italtech Contracting LLC, the developers maintain complete control of their supply chain. The developer says this integration will ensure that all units delivered to first-time buyers meet strict international standards while adhering to strict delivery schedules.
