RIYADH — Saudi Arabia recorded total revenue of SR1.11 trillion in 2025, while expenditure amounted to approximately SR1.389 trillion, resulting in a budget deficit of SR276.61 billion, the Ministry of Finance announced.
According to the ministry’s report, oil revenue totaled 606.54 billion riyals, accounting for 54.55% of total revenue.
Non-oil revenue amounted to SR505.82 billion, accounting for 45.45% of total revenue and increasing by 1% compared to 2024.
The report details the actual expenditure across sectors, with employee remuneration amounting to 574.53 billion riyals.
Expenditures on goods and services amounted to SR 316.34 billion, and financing costs totaled SR 54.47 billion.
Subsidies amounted to 53.91 billion riyals and grants amounted to 5.19 billion riyals.
Social benefits amounted to 99.32 billion riyals, and other expenditures amounted to 134.16 billion riyals.
Non-financial (capital) expenditure amounted to SR168.51 billion.
Revenue in the fourth quarter amounted to SR 276.74 billion, and total expenditures amounted to SR 371.59 billion, resulting in a quarterly deficit of SR 94.85 billion.
Non-oil revenue amounted to SR122.56 billion, accounting for 44% of revenue in the fourth quarter, while oil revenue amounted to SR154.19 billion.
