Khalid Al-Yousef: From the judiciary to the direction of the prosecution

Dr. Khalid Al Yousef has been appointed as the Attorney General of Saudi Arabia. The selection reflects Saudi Arabia’s continued efforts to strengthen its framework of law and rights by entrusting leadership to someone who combines a deep foundation in Islamic jurisprudence with modern legal thinking.

Mr. Al Yousef has emerged as one of the legal figures closely associated with Saudi Arabia’s judicial reform under Vision 2030.

This period has seen a significant shift towards digitalization of judicial and notary services, with some circuits reducing litigation timelines by more than 70% and introducing more than 160 services through electronic platforms and alternative dispute mechanisms.

in Comparative Law (Fiqh) from the Institute of Higher Judicial Studies, Imam Muhammad ibn Saud Islamic University. His academic research has focused on bridging Sharia rulings and modern judicial systems, judicial oversight of administrative regulatory decisions, and administrative law and justice.

Prior to his appointment as Attorney General, Mr. Al-Yousef held a series of important leadership positions at the Grievance Commission. He handed down a wide range of decisions throughout his career as an administrative, commercial, disciplinary, and criminal court judge.

He was also a member of the Technical Secretariat responsible for legal opinions, research, classification of judicial decisions and principles, and consultation on jurisprudence and law.

His responsibilities on the Grievance Committee extended to oversight of the Decision Support Center, including the Office of Development and Performance Oversight, the Office of Information and Reporting, and the Office of Strategic Planning.

He also joined teams tasked with drafting strategic plans and performance management systems, contributing to the Tenth Development Plan, overseeing electronic archiving of judicial decisions, and classifying and publishing court decisions.

In 2015, Mr. Al-Youssef was appointed Chairman of the Grievance Committee. His tenure was marked by significant qualitative advances that coincided with broader judicial transformation in Saudi Arabia, including the digitalization of administrative courts and increased levels of transparency and legal clarity.
