رأس خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، الجلسة التي عقدها مجلس الوزراء، اليوم في الرياض.
وفي بداية الجلسة، هنَّأ مجلس الوزراء المواطنين والمواطنات وعموم المسلمين بقرب حلول شهر رمضان المبارك، متوجهاً بالحمد والشكر للمولى على تشريف هذه البلاد بالعناية بالحرمين الشريفين وقاصديهما، وعلى توفيقه سبحانه لها في إدارة مواسم الحج والعمرة بنجاح متواصل يجسّده الترحيب بـ19.5 مليون حاج ومعتمر من خارج المملكة خلال عام 2025م، والاستمرار في تحقيق مؤشرات قياسية تعكس التطور المتسارع للوصول إلى مستهدفات رؤية المملكة 2030، وبرنامج خدمة ضيوف الرحمن.
وعدّ المجلس احتفاء المملكة بيوم التأسيس، الذي يوافق يوم الأحد القادم 22 فبراير، تعبيراً عن الاعتزاز بالعمق التاريخي للدولة السعودية ونهجها الراسخ منذ نحو ثلاثة قرون، وبما أرساه قادتها ومواطنوها من ركائز العدل والتلاحم والبناء ماضياً وحاضراً؛ ليكون هذا الوطن قائداً ورائداً بين الأمم في مختلف المجالات والميادين.
وفي الشأن المحلي، وافق مجلس الوزراء، في جلسته أمس، على ضوابط بقاء المركبات المسجلة في إحدى دول مجلس التعاون لدول الخليج العربية في المملكة العربية السعودية.
إدانة تحويل إسرائيل أراضي الضفة لـ«أملاك دولة»
وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية، عقب الجلسة، أن مجلس الوزراء اطّلع إثر ذلك على مضامين المحادثات التي جرت في الأيام الماضية بين المملكة العربية السعودية ومختلف دول العالم؛ لتوطيد مسارات التعاون الثنائي والمتعدد، وتعزيز أوجه التنسيق المشترك بما يسهم في تحقيق الأمن والاستقرار وتوفير الظروف الداعمة للتنمية والازدهار إقليمياً ودولياً.
وأدان المجلس قرار سلطات الاحتلال الإسرائيلي تحويل أراضي الضفة الغربية إلى ما تسميه «أملاك دولة»، مجدداً الرفض المطلق لهذه الإجراءات غير القانونية التي تقوض الجهود الجارية لتحقيق السلام والاستقرار في المنطقة، وتمثل اعتداءً على الحق الأصيل للشعب الفلسطيني الشقيق في إقامة دولته المستقلة ذات السيادة على حدود الرابع من يونيو 1967م وعاصمتها القدس الشرقية.
دعم العمل الخيري وتطوير الصناعات العسكرية
واستعرض مجلس الوزراء مجمل النشاطات التي شهدتها المملكة على الأصعدة الاقتصادية والثقافية والاجتماعية، مؤكداً في هذا السياق اهتمام ورعاية الدولة لكل ما يعزز قيم العطاء والتكافل بين أفراد المجتمع، من ذلك الاستمرار في دعم الحملة الوطنية للعمل الخيري المقرر إقامة نسختها السادسة يوم الجمعة القادم.
وأشاد المجلس بنجاح النسخة الثالثة لمعرض الدفاع العالمي الذي أقيم في الرياض تحت رعاية خادم الحرمين الشريفين، وبما شهده المعرض من توقيع مذكرات تفاهم واتفاقيات وشراكات إستراتيجية؛ ستسهم في توطين التقنيات وتطوير القدرات بقطاع الصناعات العسكرية وتعزيز سلاسل الإمداد المحلية تماشياً مع مستهدفات رؤية المملكة 2030.
قرارات:
واطّلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
– تفويض رئيس مجلس إدارة الهيئة الملكية لمدينة الرياض -أو من ينيبه- بالتباحث مع الجانب الياباني في شأن مشروع مذكرة تعاون بين الهيئة الملكية لمدينة الرياض وحكومة مدينة طوكيو في مجال إدارة المدن وتطويرها، والتوقيع عليه.
– تفويض وزير الثقافة رئيس مجلس أمناء المعهد الملكي للفنون التقليدية -أو من ينيبه- بالتباحث مع الجانب الياباني في شأن مشروع مذكرة تعاون في مجال الفنون التقليدية بين المعهد ومعهد طوكيو الوطني لبحوث الممتلكات الثقافية، والتوقيع عليه.
– الموافقة على مذكرة تفاهم للتعاون بين وزارة العدل في المملكة العربية السعودية ووزارة العدل في الجمهورية الإيطالية.
– تفويض وزير البيئة والمياه والزراعة -أو من ينيبه- بالتباحث مع الجانب الإندونيسي في شأن مشروع مذكرة تفاهم بين وزارة البيئة والمياه والزراعة في المملكة العربية السعودية ووزارة الزراعة في جمهورية إندونيسيا للتعاون في المجالات المتعلقة بقطاع النخيل والتمور، والتوقيع عليه.
– تفويض وزير الإعلام -أو من ينيبه- بالتباحث مع الجانب البحريني في شأن مشروع مذكرة تعاون بين وزارة الإعلام في المملكة العربية السعودية ومركز الاتصال الوطني في مملكة البحرين في مجال التواصل الحكومي، والتوقيع عليه.
– تفويض وزير الاتصالات وتقنية المعلومات رئيس مجلس إدارة هيئة الحكومة الرقمية -أو من ينيبه- بالتباحث مع الجانب الجزائري في شأن مشروع مذكرة تفاهم بين الهيئة والمحافظة السامية للرقمنة في الجمهورية الجزائرية الديمقراطية الشعبية للتعاون في مجال الحكومة الرقمية، والتوقيع عليه.
– تفويض وزير الصحة رئيس مجلس إدارة هيئة الصحة العامة -أو من ينيبه- بالتباحث مع المراكز الأفريقية لمكافحة الأمراض والوقاية منها في شأن مشروع مذكرة تفاهم بين الهيئة والمراكز في مجال الأمن الصحي والوقاية من الأمراض ومكافحتها، والتوقيع عليه.
– الموافقة على مذكرة تفاهم بين الإدارة العامة للتحريات المالية برئاسة أمن الدولة في المملكة العربية السعودية ومركز مراقبة وتحليل مكافحة غسل الأموال ببنك الشعب الصيني في جمهورية الصين الشعبية بشأن التعاون في تبادل التحريات المالية المتعلقة بغسل الأموال وتمويل الإرهاب والجرائم المرتبطة بها.
– تفويض رئيس الديوان العام للمحاسبة -أو من ينيبه- بالتباحث مع الجانب البرازيلي في شأن مشروع مذكرة تفاهم بين الديوان العام للمحاسبة في المملكة العربية السعودية ومحكمة الحسابات الفيدرالية في جمهورية البرازيل الاتحادية للتعاون في مجال العمل المحاسبي والرقابي والمهني، والتوقيع عليه.
– الموافقة على الإستراتيجية الوطنية للأمن والسلامة البيولوجية.
– الموافقة على ضوابط بقاء المركبات المسجلة في إحدى دول مجلس التعاون لدول الخليج العربية في المملكة العربية السعودية.
– تعديل النظام الأساس لمؤسسة كأس العالم للرياضات الإلكترونية؛ ليكون اسمها «مؤسسة الرياضات الإلكترونية».
– اعتماد الحسابات الختامية لجامعة الملك فيصل لأعوام مالية سابقة.
ترقيات:
الموافقة على ترقية علي بن صالح بن أحمد الغامدي إلى وظيفة (مستشار أول تقنية هندسة حاسب آلي) بالمرتبة (الخامسة عشرة) بالأمانة العامة لمجلس الوزراء، وترقية خالد بن سعيد بن ناصر البياهي إلى وظيفة (رئيس بلدية) بالمرتبة (الرابعة عشرة) ببلدية محافظة الخرج.
The Custodian of the Two Holy Mosques King Salman bin Abdulaziz chaired the session held by the Council of Ministers today in Riyadh.
At the beginning of the session, the Council of Ministers congratulated citizens and all Muslims on the approaching month of Ramadan, expressing gratitude to the Almighty for honoring this country with the care of the Two Holy Mosques and their visitors, and for His continuous success in managing the seasons of Hajj and Umrah, as evidenced by the welcome of 19.5 million pilgrims and Umrah performers from outside the Kingdom during the year 2025, and the ongoing achievement of record indicators reflecting the rapid development towards the targets of Vision 2030 and the Guests of the Most Merciful Program.
The Council considered the Kingdom’s celebration of Founding Day, which falls on next Sunday, February 22, as an expression of pride in the deep historical roots of the Saudi state and its steadfast approach for nearly three centuries, along with the foundations of justice, solidarity, and construction established by its leaders and citizens in the past and present; to make this nation a leader among nations in various fields and domains.
On the local front, the Council of Ministers approved, in its session yesterday, regulations for the stay of vehicles registered in one of the Gulf Cooperation Council countries in the Kingdom of Saudi Arabia.
Condemnation of Israel’s designation of West Bank lands as “State Property”
Minister of Media Salman bin Yusuf Al-Dosari explained in his statement to the Saudi Press Agency after the session that the Council of Ministers was briefed on the contents of discussions that took place in recent days between the Kingdom of Saudi Arabia and various countries around the world to strengthen paths of bilateral and multilateral cooperation and enhance aspects of joint coordination that contribute to achieving security and stability and providing supportive conditions for development and prosperity regionally and internationally.
The Council condemned the Israeli occupation authorities’ decision to designate West Bank lands as what they call “State Property,” reiterating its absolute rejection of these illegal actions that undermine ongoing efforts to achieve peace and stability in the region, and represent an assault on the legitimate right of the Palestinian people to establish their independent sovereign state on the borders of June 4, 1967, with East Jerusalem as its capital.
Support for Charitable Work and Development of Military Industries
The Council of Ministers reviewed the overall activities that have taken place in the Kingdom on economic, cultural, and social levels, affirming in this context the state’s interest and care for everything that enhances the values of giving and solidarity among community members, including the continuation of support for the national campaign for charitable work, which is set to hold its sixth edition next Friday.
The Council praised the success of the third edition of the World Defense Exhibition held in Riyadh under the patronage of the Custodian of the Two Holy Mosques, and the signing of memorandums of understanding, agreements, and strategic partnerships witnessed at the exhibition; which will contribute to localizing technologies and developing capabilities in the military industries sector and enhancing local supply chains in line with the targets of Vision 2030.
Decisions:
The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was briefed on the conclusions reached by both the Councils of Political and Security Affairs, and Economic Affairs and Development, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The Council concluded the following:
– Authorizing the Chairman of the Board of Directors of the Royal Commission for Riyadh City – or his representative – to negotiate with the Japanese side regarding a draft memorandum of cooperation between the Royal Commission for Riyadh City and the Government of Tokyo in the field of urban management and development, and to sign it.
– Authorizing the Minister of Culture, Chairman of the Board of Trustees of the Royal Institute of Traditional Arts – or his representative – to negotiate with the Japanese side regarding a draft memorandum of cooperation in the field of traditional arts between the Institute and the National Research Institute for Cultural Properties in Tokyo, and to sign it.
– Approving a memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Ministry of Justice in the Italian Republic.
– Authorizing the Minister of Environment, Water, and Agriculture – or his representative – to negotiate with the Indonesian side regarding a draft memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture in the Republic of Indonesia for cooperation in areas related to the palm and dates sector, and to sign it.
– Authorizing the Minister of Media – or his representative – to negotiate with the Bahraini side regarding a draft memorandum of cooperation between the Ministry of Media in the Kingdom of Saudi Arabia and the National Communication Center in the Kingdom of Bahrain in the field of government communication, and to sign it.
– Authorizing the Minister of Communications and Information Technology, Chairman of the Board of Directors of the Digital Government Authority – or his representative – to negotiate with the Algerian side regarding a draft memorandum of understanding between the Authority and the High Commission for Digitization in the People’s Democratic Republic of Algeria for cooperation in the field of digital government, and to sign it.
– Authorizing the Minister of Health, Chairman of the Board of Directors of the Public Health Authority – or his representative – to negotiate with the African Centers for Disease Control and Prevention regarding a draft memorandum of understanding between the Authority and the Centers in the field of health security and disease prevention and control, and to sign it.
– Approving a memorandum of understanding between the Financial Investigation Unit at the Presidency of State Security in the Kingdom of Saudi Arabia and the Anti-Money Laundering Monitoring and Analysis Center at the People’s Bank of China regarding cooperation in the exchange of financial investigations related to money laundering, terrorism financing, and related crimes.
– Authorizing the President of the General Court of Audit – or his representative – to negotiate with the Brazilian side regarding a draft memorandum of understanding between the General Court of Audit in the Kingdom of Saudi Arabia and the Federal Court of Accounts in the Federative Republic of Brazil for cooperation in the field of accounting, auditing, and professional work, and to sign it.
– Approving the national strategy for biosecurity and biosafety.
– Approving the regulations for the stay of vehicles registered in one of the Gulf Cooperation Council countries in the Kingdom of Saudi Arabia.
– Amending the bylaws of the World Cup Foundation for Esports to be named “Esports Foundation.”
– Approving the final accounts of King Faisal University for previous financial years.
Promotions:
Approval of the promotion of Ali bin Saleh bin Ahmed Al-Ghamdi to the position of (Senior Consultant in Computer Engineering) at the (Fifteenth) rank at the General Secretariat of the Council of Ministers, and the promotion of Khalid bin Saeed bin Nasser Al-Biyahi to the position of (Mayor) at the (Fourteenth) rank at the Municipality of Al-Kharj Governorate.
