Egypt has opened the 3.5 billion Egyptian pound Cleopatra Hospital Tagamore (Sky) in East Cairo, Prime Minister Mostafa Madbouly announced on Tuesday, as part of a strategic shift to leverage private sector expertise in state-run health facilities.
The facility is owned by the Ministry of Petroleum and Mineral Resources but equipped and managed by Cleopatra Hospital Group, making it the flagship model for the state’s public-private partnership (PPP) program. Madbouly said the government is moving forward with plans to strengthen health services by expanding partnerships with the private sector both domestically and internationally to ensure financial and operational sustainability.
“The government is making great efforts to develop Egypt’s health system and deliver health initiative services throughout the republic,” Madbouly said, adding that the country is focused on improving the efficiency of existing projects while achieving high global standards in new projects.
The opening ceremony was attended by Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population, Karim Badawi, Minister of Oil, and Ahmed Ezeruddin, CEO of Cleopatra Hospital Group.
Abdel Ghaffar said Cleopatra Sky Hospital employs artificial intelligence in diagnosis and treatment and uses a data-driven management system. The facility has approximately 240 patient rooms, 48 intensive care beds, seven operating rooms, two catheterization labs, and covers more than 40 specialties.
Before the opening, Madbouly inspected the construction of the new Heliopolis Hospital, a 400-bed project scheduled to be completed by January 2027. The hospital is being built on a 42,000 square meter site by the Ministry of Health in cooperation with the Armed Forces Technical Directorate and will serve approximately one million residents.
Abdel Ghaffar revealed that the Ministry of Health has started contact with Italy’s San Donato Group to discuss the possibility of the Italian organization managing and operating the Heliopolis facility. He said the measure was in accordance with President Abdel Fattah al-Sisi’s directive to strengthen international cooperation to ensure that national health services meet global standards.
The new Heliopolis Hospital will have 194 intensive care beds, 57 incubators for premature babies and 16 operating rooms for general surgery, open heart surgery and neurosurgery. It will also house specialized units for bone marrow and organ transplants, as well as 50 dialysis machines for adults and a dialysis center for 20 children.
Petroleum Minister Karim Badawi said the partnership at the Cleopatra Sky facility is consistent with the province’s vision of putting human health at the forefront of development priorities. Cleopatra Hospital Group CEO Ahmed Ezeruddin added that the hospital has specialized centers for trauma, cardiology, kidney care and neurology.
The Cleopatra Sky facility also has a 25-bed emergency department staffed by consultants 24 hours a day, integrated blood bank services and a specialized pediatric environment covering 11 subspecialties.
