Today (Tuesday), the Egyptian government witnessed a major cabinet reshuffle, including the selection of a deputy prime minister for economy, 17 ministers, and four deputy ministers, including two deputy ministers of foreign affairs and two deputy ministers of housing, approved by the Egyptian House of Representatives in an emergency session this evening.

This morning, Egyptian President Abdel Fattah El-Sissi received Prime Minister Mostafa Madbouly, and the official spokesperson of the Republic’s Presidency said that El-Sisi consulted with Prime Minister Madbouly about amendments to the formation of the current government.

Ambassador Mohamed El-Shennawy, Official Spokesperson, said that in addition to the new mandate consistent with the objectives of carrying out the ministerial change, the President emphasized the need for the new government to work towards achieving a number of concrete goals in the axes of national security, foreign policy, economic development, production, energy, food security, society and human development.

Below, we will expose the overall formation of the government, headed by Dr. Mostafa Madbouly, who has held the position from 2018 to the present. The formation is as follows:

In his first decision after taking office, Sisi set out around eight issues for the new government to address, including:

1 – Highlights the axes of presidential power given to Dr. Mostafa Madbouly at the establishment of the government by Republican Decree No. 258/2024: national security and foreign policy, economic development, production, energy and food security, social and human development;

2 – Develop a plan for each province, including goals, procedures, implementation period, required funding, performance measurement indicators, etc., and be subject to continuous monitoring and evaluation.

3 – The priorities of this economic association are the continuous improvement of the economic situation through the participation of the Vice-Chancellor in charge of the economy in the development of future plans, coordination among the Member States and participation in the monitoring of tasks and performance, especially since the period of the International Monetary Fund program is coming to an end at the end of this year, and the move towards reducing the size of the public debt through new ideas that must be considered very carefully in terms of the soundness of the procedures and their short- and long-term positive effects.

4 – Continuing the state ownership policy by taking concrete measures and increasing the participation of the private sector in the economic sector.

5 – Enter new areas to support the economy, especially in technology, rare metals and related industries, encourage innovation and finance its research and applications.

6 – Continue to improve the education system in all aspects, increase public awareness of health, and promote treatment.

7 – Uphold the values ​​of civil rights, equality and non-discrimination, encourage participation in public affairs through transparent procedures responsive to the aspirations of citizens, and in this connection perfect the constitutional rights of local councils to realize public participation in the oversight work of local administrative units and the management of public administration;

8 – Prioritize continuous insight into public opinion and facts through the national media that reaches every component of Egyptian society, presenting the population with a professional and responsible discourse that shapes collective awareness of the challenges facing Egypt and the spread of rumors, strengthening the culture of constructive dialogue, developing the ability to think soundly, and respecting the opinions of others.
