Dr. Anwar Karshat Al-Mahri, Yemeni Minister of Technical Education and Vocational Training, stressed that Saudi Arabia plays a vital and decisive role in maintaining stability in Yemen, stressing that this role stems from deep ties of brotherhood.
In an interview with Okaz after assuming his new role, he said Saudi Arabia’s efforts had directly contributed to curbing the security chaos and preventing the country from sliding into a more complex conflict.
Karshat added that without Saudi Arabia’s wise intervention to provide legitimacy, responsibility for the conflict would have fallen even more heavily on social and national structures. He noted that the King Salman Center and the Saudi Yemen Reconstruction Program offer a pioneering model in humanitarian assistance and development work. Yemen’s Minister of Technical Education and Vocational Training touched on a number of important topics during the following dialogue:

** Congratulations on your confident appointment as Minister of Technical Education and Vocational Training.

** What are your priorities for the next stage?
* We are focused on restoring the vital role of the Ministry of Technical Education and Vocational Training. After many years of consolidation, today we recognize more than ever the importance of this Department in supplying the labor market with qualified personnel.
Our short-term goal is to complete the establishment of the system by qualifying ministry employees and providing them with a suitable working environment in which they can carry out their duties with high efficiency. Ambitious plans and programs cannot be implemented without qualified staff and comprehensive logistics and technical capabilities. We will also seek to conduct surveys and scientific studies to examine the situation of the Ministry and its institutions, whether at the level of personnel or equipment and infrastructure, in order to carry out a current assessment and plan for the future to achieve a sustainable regeneration of this important sector.
We will also study and evaluate current curriculum developments to formulate development programs and plans that keep pace with the continued development of the labor market and strive to ensure that the results are highly qualitative and efficient.
We will also try to incorporate all of the above into the Ministry’s general budget, which will be submitted to the Council of Ministers, and prepare projects and programs to be sold to organizations and donors during the coming period.
Effective management of available resources
** How do you face obstacles and difficulties? What tools do you have to overcome them?
* A preliminary reading of the Department’s situation reveals serious challenges, including a lack of capacity, a limited budget, and outdated equipment and infrastructure that requires comprehensive modernization to meet the accelerating demands of the local and regional labor market. Our tools to address this are effective management of available resources, effort and transparency. We are working with a strong vision to overcome these challenges and expect this phase to be a comprehensive “recovery phase” for all state agencies. We also believe in the role of our Saudi compatriots in supporting and supporting the work of the government, which will be the basis for the success of this government in its next phase.
The future is built on development and stability
** What vision for the future does the Yemeni people want?
* The Yemeni people are experiencing bitter suffering as a result of the war by the Houthis, which has been the main cause of the deterioration of the economy and services. But today, thanks to the sincere will of our political leaders and governments, we are seeing a future based on development and stability. This future is based on a strategic partnership and a sincere fraternal attitude of our brothers in the Kingdom of Saudi Arabia. Out of a belief in unity of destiny and good neighborliness, they have provided and continue to provide unlimited support to Yemen and its people.

Without the wise intervention of our brethren of legitimacy, the burden of conflict would have fallen even heavier on social and national structures.

** How do you evaluate the support of the King Salman Humanitarian Aid and Relief Center and Saudi Arabia’s Yemen Development and Reconstruction Program?
* The offerings of the King Salman Center and the Saudi Plan for Yemen Reconstruction represent pioneering models in humanitarian assistance and development work. This assistance is not limited to emergency aid, but also extends to building and maintaining critical sectors such as power, health, education, and roads. These are significant efforts that directly impact the lives of civilians and contribute to bringing back vibrancy to Yemeni cities.
Provide students with an appropriate educational environment
** What are the most prominent projects being carried out to develop technical education?
*We are currently working to resume communication with Arab and international organizations and funds, especially the Kuwait Fund, the Saudi Fund, and international aid organizations, in order to revitalize stalled projects that were halted due to the crisis. Through previous interactions, the government was able to resume financing for a project to equip 12 community colleges in the liberated provinces with funding from the Kuwait Development Fund. This is a project that will take a qualitative leap in the modernization of laboratories and teaching methods, providing a suitable educational environment for students, and will be launched soon, God willing.
Development in a peaceful environment
** What is your message to the people of Yemen about the future and a decent life?
* My message is that the development train only moves in a peaceful environment. Conflicts and arguments drain our energy and set us back years. Today, we must recognize that we are all in “one boat” and that there is room for all in this country. Focus on building, drawing inspiration from the experiences of neighboring countries that have recovered with security and stability. The time has come to focus on building to guarantee a decent life for future generations.

** What do you expect from the Riyadh Conference for Southern Leaders and Celebrities?
*The Riyadh Conference represents a historic opportunity and a civilized platform for the peoples of the South to develop a common vision for the cause through dialogue rather than violence. By sponsoring this dialogue, Saudi Arabia becomes the fundamental guarantor of the implementation of its outcomes. We believe that the “South-South” dialogue called for by Dr. Rashad Al Alimi, Chairman of the Presidential Leadership Council, is the best and only way to reach a just and comprehensive solution to the problems of the South. We expressed our support for the call for dialogue at the time because we believed deeply in the importance of dialogue and consultation at this critical stage in our country’s history.
