Financial rewards encouraged for those who help local governments uncover violations – Saudi News

The Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud chaired a meeting held by the Council of Ministers in Riyadh today (Tuesday).

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the content of his meetings with leaders and heads of government of a number of brotherly and friendly countries during his visit to the Kingdom of Saudi Arabia to participate in the Future Investment Initiative Conference.

In this regard, the Board confirmed that high-level international participants will participate in the conference. It embodies the global recognition of the Kingdom, its achievements and the vision that has made it an international economic destination and a major global center for leaders and innovators from around the world. Turning vision into practical strategies that shape the future of investing.

The Council of Ministers agreed to reward those who cooperate in clarifying violations of the Sanctions Regulations for Violations by Local Governments. The Board also agreed that, subject to a number of regulations, the Ministry of Industry and Mineral Resources, in agreement with the Ministry of Finance, will: To take the necessary measures to create and adopt a special item for the localization of the pharmaceutical industry in the budgets of government health institutions.

Saudi economy keeps pace with global transformation

The Council of Ministers noted the Saudi economy’s ability to keep pace with global transformation through flexibility, durability, resources, capabilities and alignment of national priorities, and to achieve continued growth in the non-oil sector and further development in a number of areas, including advanced manufacturing, technology, tourism and entrepreneurship.

Salman bin Yousef Al Dosari, Minister of Information, explained in a statement to the Saudi Press Agency after the meeting that the Council praised the contribution of the private sector, which has pushed the growth of non-oil activities to a remarkable level since the launch of (Saudi Vision 2030). This reflects the effectiveness of economic policies and reforms that have enabled the business environment to expand and prosper.

Shaping a future that strengthens transparency and governance

The Council pledged that Saudi Arabia will hold the Presidency of the International Institute of Supreme Audit and Public Accounts (INTOSAI) for three years from 2031 AD. Highlighting the company’s leadership in this field and its role in shaping a global future that strengthens transparency and governance.

The Council of Ministers has estimated that AlUla will win three World Travel Awards in 2025. This embodies not only the many historical, civilizational and cultural elements that this region possesses, but also its continuous differentiation and expansion of its position on the regional tourist map.

Decision:

The Council considered items on its agenda, including those on which the Shura Council participated in the consideration. It also considered the conclusions of the Council on Economic Development Affairs, the Council on Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts of the Council of Ministers. The Council concluded:

– Approval of the Headquarters Agreement between the Government of the Kingdom of Saudi Arabia and the Arab Institute for Urban Development.

– Approval of a Memorandum of Understanding on Financial Cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the State of Kuwait.

– Authorize and sign the Minister of Tourism or his representative to consult with the San Marino side on the draft Memorandum of Understanding between the Ministry of Tourism of the Kingdom of Saudi Arabia and the Ministry of Tourism, Posts, Cooperation, Exhibitions, Information and Tourism Investment Attraction of the Republic of San Marino and to cooperate in the field of tourism.

– Approval of a Memorandum of Understanding on Cooperation in the Economic and Commercial Field between the Ministry of Economic Planning of the Kingdom of Saudi Arabia and the Ministry of Industry and Trade of the Socialist Republic of Vietnam.

– Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Panama in the field of air transport services.

– Approved a memorandum of understanding between the Saudi Food and Drug Authority of the Kingdom of Saudi Arabia and the Food, Environment and Occupational Safety and Health Agency of the French Republic in the field of veterinary drug control.

– Approval of a Memorandum of Understanding between the Education and Training Evaluation Board of the Kingdom of Saudi Arabia and Kuwait University of the State of Kuwait for cooperation in the field of measurement, evaluation and certification.

– Approval to transfer licensing authority for the chemical consulting profession from the Department of Commerce to the Department of Energy.

– Provide rewards to those who cooperate in clarifying violations of the Sanctions Regulations for Local Government Violations. According to some controls.

– Agreement with the Ministry of Industry and Mineral Resources and the Ministry of Finance. To take the necessary measures to create and adopt a special item for the localization of the pharmaceutical industry in the budgets of government health institutions.

– Approved the final accounts of the Makkah Regional Development Authority, Agricultural Development Fund and Taybah University for the past two financial years.

Promotion:

I approve promotions to the (15th) and (14th) ranks as follows:

– Mahmoud bin Hassan bin Thabit Al Ratwai was promoted to the rank of Deputy Secretary (15) of the Eastern Province Secretariat.

Adel bin Ashiq bin Hassan Al Qahtani has been promoted to the position of Rank (15th) (Senior Business Advisor) at King Faisal University.

Abdullah bin Abbad bin Abdullah al-Dairi al-Otaibi has been promoted to the position of rank (14th) (business advisor) in the Ministry of Local Government and Housing.

The Council of Ministers also considered a number of general items on the agenda, including annual reports from the ministries of (Energy, Sports, Communication and Information Technology, Human Resources and Social Development, Industrial and Mineral Resources), the Directorate General of Transport, the National Center for Vegetation Development and Combat Desertification, the National Center for Documents and Archives, and the Institute of Public Administration, and the Council took the necessary measures on these topics.

Saudi economy keeps pace with global transformation

The Council of Ministers noted the ability of the Saudi economy to keep pace with global transformation with flexibility, robustness, resources, capabilities and alignment of national priorities, as well as the continued growth of the non-oil sector and the achievement of further development in several sectors, including advanced manufacturing, technology, tourism and entrepreneurship.

In a statement to the Saudi Press Agency after the meeting, Salman bin Yusuf Al Dosari, Minister of Media, said that the Council praised the private sector’s contribution in boosting the growth of non-oil activities to significant levels since the launch of (Vision 2030), reflecting the effectiveness of economic policies and reforms that have enabled the expansion and prosperity of the business environment.

Creating a future with stronger transparency and governance

The Council considered Saudi Arabia’s election as the three-year Presidency of the International Organization of Supreme Audit Institutions (INTOSAI) starting in 2031 as confirmation of the Kingdom’s leadership in this area and its role in shaping a global future that strengthens transparency and governance.

The Council of Ministers recognized the city of AlUla with three awards at the 2025 World Travel Awards, recognizing that, together with its rich historical, cultural and civilizational elements, it embodies its continued excellence and growing position on the region’s tourism map.

Decision:

The Council considered the items listed on its agenda, including those on which the Shura Council participated in the consideration. It also considered the conclusions reached on these issues by the Council on Economic and Development Affairs, the Council on Political and Security Affairs, the General Committee of the Council of Ministers, and the Committee of Experts of the Council of Ministers. – Approved a memorandum of understanding between the Saudi Food and Drug Authority and the National Agency for Health, Food Safety, Environment and Occupational Health of the French Republic in the field of veterinary drug control.

– Approved a Memorandum of Understanding between the Education and Training Evaluation Board of the Kingdom of Saudi Arabia and Kuwait University in the State of Kuwait for cooperation in the field of measurement, evaluation and certification.

– Approval to transfer chemical consulting license issuing authority from the Department of Commerce to the Department of Energy.

– Provide financial incentives to those who cooperate in the detection of violations of local government penalty provisions for violations, in accordance with some regulations.

– The Ministry of Industry and Mineral Resources, in coordination with the Ministry of Finance, will take the necessary measures to create and approve a special item for the localization of the pharmaceutical industry in the budget of government health institutions.

– Approval of the final accounts of Makkah Regional Development Authority, Agricultural Development Fund and Taybah University for the past two financial years.

Promotion:

Approval of promotion at the following (15th) and (14th) levels:

– Promote Mahmoud bin Hassan bin Thabit Al Ratui to the position of (Assistant Minister) at the (15th) level of the Eastern Province Municipality.

– Promotion of Adel bin Ashiq bin Hassan Al-Qahtani to the position of King Faisal University (15th) level (senior business consultant).

– Promotion of Mr. Abdullah bin Abad bin Abdullah Al-Diri Al-Otaibi to the position of (14th) level (Business Consultant) in the Ministry of Local Government and Housing.

The Council of Ministers also considered several general topics listed on its agenda, including annual reports from the ministries (Energy, Sports, Communication and Information Technology, Human Resources and Social Development, Industrial and Mineral Resources), General Transport Administration, National Center for Vegetation Cover Development and Combat Desertification, National Document Archives Center, and Institute of Public Administration, and the Council took the necessary measures regarding these topics.
